Denied the ability to create a second database

It appears my plan (basic) states I can create up to 10 SQL databases. When I look at the details of the message, I'm told I'm being denied by admin. Do I need to wait a while after I stop the site from running before I create a second database?

Nevermind. Doh! I was trying to create it in MSSQLMS. Use the site. There's a place for that.
